Hilldale Ph 3 Improvements- 23077

After completing Phase 1 and Phase 2 of the Hilldale Ave improvements in 2021 and 2022, Stark Excavating bid the 3d phase on March 1 of 2023. Stark’s base bid of $2,018,000 saved the customer, the City of Washington, IL $199,700 compared to the second lowest bidder and $519,000 compared to the 3rd lowest bidder.

In all phase 1, 2, and 3 have amounted to over $5,500,000 in total contract work,

The project team for this phase remains consistent with previous phases with General Superintendent Scott Rakers, Underground Superintendent Jason Schuup, concrete Superintendent Adam Hall, and Project manager Josh Weber, but this 3rd phase included removal of a box culvert and replacement with a cast in place box culvert so Kevin Pribble was added to the project team as the Structure Superintendent.

The Hilldale projects are a comprehensive reconstruction initiative aiming to revitalize Hilldale Avenue, encompassing the stretch from just east of N Main Street to just west of Ridge Street. The project involves an array of critical enhancements, including the installation of new HMA pavement, curb & gutter, sidewalks, driveways, box culverts, storm sewer systems, sanitary sewer and laterals, water main and water services, fire hydrants, and a sump drain system. The anticipated completion date for Phase 3 is on or before late fall 2023.
